    摘要:

    海洋捕捞业是目前国际上公认最危险的职业之一,整体行业危险性一直居高不下,渔船事故率和船员死亡率也远超其他行业。本研究以英国渔船安全事故为研究对象,通过收集英国权威机构公开发布的渔船事故资料,将涉及到的人为因素分成瞭望过失、操纵过失、驾驶过失、船艺过失、疲劳过失和检测过失6大类,运用灰色关联度分析(GRA)和主成分分析(PCA)相结合的方法,对造成渔船事故发生的人为因素进行分析,计算各项人为因素的关联度,探讨人为因素在渔船事故中的重要性和关联性。该方法能够对造成英国渔船事故发生的各类人为因素进行直观计算,并清晰呈现各类人为因素所占比重,最终得到影响渔船事故发生的主要人为因素为瞭望过失,明确了安全瞭望在船员工作中的重要性,从而对中国渔船安全生产提供参考和借鉴。

    Abstract:

    Marine fishing is one of the most hazardous profession in the world. The overall risk in the industry remains high, and the accident rate of fishing vessel and crew mortality rate far exceeds those in other sectors. This study focuses on fishing vessel safety accidents in the UK, analyzing human factors such as observation fault, manipulation fault, driving fault, ship fault, fatigue fault and detection fault. We use the combination of Grey Relational Analysis (GRA) and Principal Component Analysis (PCA) to assess the human factors causing fishing vessel accidents, calculate the correlation of various human factors, and explore the importance and correlation of human factors in fishing vessel accidents. The results can effectively calculate all kinds of human factors that cause the occurrence of British fishing vessel accidents. Meanwhile, it clearly presents the proportion of all kinds of human factors and obtainsthe main human causes affecting the occurrence of British fishing vessel accidents. Finally, the primary human factor affecting the occurrence of fishing vessel accident is lookout failure, which clarifies the importance of safety lookout in crew operations. This finding provides a reference for improving the safety of fishing vessel in China.
