In order to promote the in-depth integration of industry-university-research, accelerate the industrialisation and large-scale application of new varieties and technologies, and further promote the transformation of scientific and technological achievements during the “14th Five-Year Plan”, Heilongjiang Institute of Fishery Sciences, China Academy of Fishery Sciences, is taken as an analysis case. Based on the horizontal scientific research projects of Heilongjiang Institute from 2016 to 2021 are used as the basic data, combined with the preliminary data reference, the macro policies of current achievements transformation, the service needs of cooperative partner, and the panel discussion with representative researchers, the current situation of the scientific and technological achievement transformation of Heilongjiang Institute of Fishery Sciences is deeply analysed. It also puts forward countermeasures and suggestions for the problems existing in the transformation of scientific and technological achievements of fishery research institutions from the aspects of introducing incentive mechanism, strengthening the deep integration of industry-university-research, building scientific and technological achievements transformation team, and publicizing the scientific and technological advantages of scientific and technological institutions.
